Senior Commissioning and Procurement Officer (Construction)

The successful candidate will be responsible for providing a professional and customer-focused service through the successful delivery of commissioning and commercial projects.

Develop and implement innovative approaches to supply arrangements that minimise costs and commercial risk, and deliver cashable savings, whilst at the same time enhancing the services the organisation provides through added social value.

Duties and Responsibilities but not limited to:

  • Lead, manage and monitor the procurement of high quality services across a range of spend areas including major development programmes, capital delivery, housing and property services and highways.
  • Provide project and programme assurance for the procurement and commissioning of consultants, contractors and suppliers necessary to ensure the timely delivery of the organisation’s ambitious portfolio of land and property projects and initiatives.
  • Identify opportunities for cost reduction through the implementation of alternative commercial solutions.
  • Engage with providers to deliver significant procurement and operational efficiencies, including financial savings.
  • Understand, shape and manage markets to ensure sustainable services are in place.
  • Deliver high value/high risk procurement projects including market engagement, tendering, evaluation and contract execution.
  • Provide professional procurement leadership and advice to stakeholders across the organisation.
  • Effectively manage commercial risks and ensure compliance with internal and external regulations.
  • Support the development of improved commissioning capability in the local VCSE and SME sector.
  • Develop and maintain best practice commissioning, procurement and contract management arrangements in the organisation, working with staff to review and transform existing practice.

Personal Requirements:

  • Excellent knowledge of the end to end procurement process.
  • Demonstrable experience and achievements in the construction and property category of spend through procurement and contract management with a thorough knowledge of industry practices.
  • Essential knowledge / experience of JCT, NEC and other methods of procurement/sourcing routes relevant to the sector for both construction and professional services – e.g. frameworks, DPS and different routes (D&B, traditional, etc).
  • Proven commercial skills and evidence of delivering significant efficiencies in a Public Sector organisation.
  • Substantial understanding of Public Sector procurement regulations and experience of managing over threshold projects (in compliance with PCR and other regulations, and a good understanding of the requirements under the new Procurement Act relating to works and services).
  • Proven understanding of construction related project/programme management methodologies and the importance of timely and well scoped procurement and commissioning.

Working Hours: 9:00am – 17:00pm / Mon – Fri

Salary: £50,031.00 – £55,155.00 + Market Supplement
