Positive Employment is currently recruiting for a HR Advisor for our client a local government based in Gloucestershire.

The successful candidate will lead a restructure project. This project includes employees who work in teams that are an amalgamation of different employers and therefore two different sets of T&Cs, policies and Governance processes that need to work alongside each other and run to ACAS processes.

Different to other change roles, as it will be working with a Director, where there will require a higher level of input than would normally be expected within a change project. Required to use initiative and providing options, possibly scoped with other managers within the service areas.

For instance creating all the new job profiles, carrying out the initial job evaluation and ensuring there are appropriate levels of management and career progression within the structure rather than advising on something a manager produces.

This is a 6 month starting contract with the possibility for extensions. hybrid working available, but expected regular office attendance.

Duties and Responsibilities but not limited to:

  • Leading or actively contributing to the consultation and engagement groups and one-to-one meetings.
  • Coordinating the pools, slotting in and expression of interest process. This may get complicated where there is a mix of employees from different organisations within the same groups.
  • Identify opportunities to make proactive changes in work practices that contribute to HR and continuous business improvement by looking for new solutions and innovative ways to solve problems and review whether the changes implemented are effective on an ongoing basis.
  • Implement creative and innovative HR solutions to improve business outcomes.
  • Identify where there are gaps and challenges regarding HR process/working relationships and identify solutions where appropriate.
  • Act as an advocate for organisational aims by owning, support and promote organisational decisions and reflect those decisions in your own practice.

Personal Requirements:

  • To have gained experience and demonstrated competence in at least four of the following areas of HR: Managing a change project; Supporting Managers through formal action; Providing advice on HR best practice and employment law in all areas of HR; Leading HR project work; Policy development; Specifying learning and/or development solutions; Pay and reward incentives including equal pay; Analysis and interpretation of HR management information.
  • Experience of restructure projects and project management skills.
  • Have successfully upgraded to MCIPD – to have achieved chartered membership of the CIPD.
  • Familiarity with Local Government services.

Working Hours: 09:00am – 17:00pm,  Monday – Friday

Pay: £25.90 p/h 

Please note this role is within the scope of IR35.
