Positive Employment is currently recruiting for a for our client a Commercial/Commissioning Manager for local government organisation based in Cornwall.

The successful candidate will contribute to the commercial leadership for spend and services as they relate to People through the development of the right commercial solutions to respond to the most significant commissioning challenges.

This is a 3 month starting contract with the possibility for extensions. Remote working available.

Duties and Responsibilities but not limited to:

  • Acting as the named front line representative for different commercial projects within the organisation.
  • Leading on the development and delivery of Category Plans and Sourcing Strategies for the organisation’s most significant make, do, buy decisions for the relevant directorates as they relate to specific commercial projects.
  • Leading the procurement for the organisation’s highest value, complex high-risk commissions making actively binding commitments and agreements on behalf of the organisation.
  • Leading the proactive market making and shaping to develop sustainable market solution.
  • For individual categories and commercial projects support the effective management spend and sourcing strategy.
  • Maximise value to the organisation by supporting the development of the Medium Term Financial Plan.
  • Contribute to a culture where commercial services are seen as an enabler, using their role to unlock solutions as opposed to mystifying and hiding behind rules.
  • Lead delivery of responsible procurement across categories and projects ensuring socially, environmentally and economically responsible procurement to deliver improved quality of life and better value for money for our people, our businesses and our county.

Personal Requirements:

  • Relevant professional qualification and / or membership of a relevant professional body- Ideally MCIPS qualified or equivalent, or a willingness to commence study for such a qualification.
  • Comprehensive and sustained experience in a commercial, contractual or financial environment setting in either the public or/ and private sector.
  • A track record of successful change management, implementing and delivering new working policies and practices alongside significant cultural and structural change.
  • Relevant knowledge of the People Category, experience in procurement of services for adult social care, Children’s and Families preferred.
  • Experience in use of e-tendering systems such as due north- pro-actis.
  • Knowledge & practical application of PCR 2015, the Provider Selection Regime, and up and coming procurement act 2023 to ensure compliance in procurements.
  • Enhanced DBS certificate.

Working Hours: 09:00am – 17:30pm, Monday – Friday 

Pay: £450.00 per day

Please note this role is within the scope of IR35.
